• Designates the Oklahoma Department of Commerce as the lead state agency for establishing workforce development strategy and plans for the state.

• Grants the Department authority to establish and administer workforce development programs under Title I of the federal Workforce Investment Act, either directly or through contracts with certified local workforce investment boards.

• Authorizes the Department to establish policies, interpretations, guidelines, and definitions to implement Title I of the federal Workforce Investment Act, provided they remain consistent with federal law and regulations.

• Directs the Department of Commerce to promulgate administrative rules to implement and enforce the act's provisions in accordance with the Oklahoma Administrative Procedures Act.

• Becomes effective July 1, 2014, with an emergency clause allowing immediate effectiveness upon passage and approval.
