Amends 47 O.S. 2011 to modify salary schedules for the Commissioner of Public Safety, Assistant Commissioner, and Highway Patrol Division commissioned officers, effective January 1, 2015, with increases ranging from approximately 22-23% across all positions.

Updates salary schedules for Communications Section positions including Coordinator, Superintendent, Supervisor, and Dispatcher roles, also effective January 1, 2015, with similar percentage increases.

Removes obsolete language from previous salary schedules that were effective January 1, 2007, and deletes prohibition on promoting employees to Communications Coordinator position.

Maintains existing provisions regarding performance-based salary step increases for Highway Patrol and Communications Dispatcher employees, with no employee receiving more than one step increase per 12-month period unless authorized by legislature.

Declares an emergency and specifies the act becomes effective July 1, 2014, allowing salary modifications to take effect January 1, 2015.
