Amends 75 O.S. 2011, Section 250.4 regarding compliance with the Administrative Procedures Act (APA).

Removes the exemption for institutional governing boards within The Oklahoma State System of Higher Education from Article I of the APA, making them subject to procedural requirements.

Eliminates language requiring due process hearings for student disciplinary actions with lesser penalties than expulsion, and removes grounds for mandatory barring from campus based on criminal convictions (riot, drug possession, or destruction of state property).

Maintains existing exemptions for the Oklahoma State Regents for Higher Education with respect to prescribing academic standards, courses, degrees, fund allocation, and fees.

Effective date: November 1, 2014.
