SB 1706 Summary

• Prohibits use of TANF (Temporary Assistance for Needy Families) debit and electronic benefit transfer cards at liquor stores, casinos/gambling establishments, adult entertainment venues, and tobacco retailers.

• Excludes from the restriction grocery stores that sell intoxicating liquor and establishments where gaming is incidental to the principal business purpose.

• Establishes a tiered penalty system for violations: 25% benefit reduction for 3 months (first violation), 35% reduction for 6 months (second violation), 50% reduction for 12 months (third violation), and permanent ineligibility for subsequent violations.

• Allows individuals with children to continue receiving dependent child benefits under state and federal law even after permanent ineligibility for personal benefits.

• Effective date: November 1, 2014; requires Oklahoma Department of Human Services to report implementation status by August 1, 2013 and provide quarterly updates to legislative leadership.
