Amends 74 O.S. 2011, Section 85.22 to modify certification requirements for competitive bids and contracts for goods or services exceeding $5,000.

Changes language in certification statements from "efforts or offers" to "collusion" when describing prohibited conduct with state agency or political subdivision officials regarding sole-source acquisitions.

Amends Section 85.45j.1 to change "alike" to "substantially equivalent" when describing substitute items in sole-source bidding procedures.

Requires at least three equivalent items from multiple manufacturers and suppliers in public construction contract specifications, but only when the cost is less than alternatives.

Prohibits sole-source bid proposals from requiring materials be supplied from vendors within specific geographical areas, though geographic preference may be given when cost is equal or less.
