Amends 37 O.S. 2011, Section 8 to increase penalties for public intoxication and consuming intoxicating liquor in public places.

Establishes enhanced penalty of up to one year in county jail for individuals with three or more prior convictions of intoxication from drinking liquor.

Prohibits consuming, inhaling, or being intoxicated in public places including streets, passenger vehicles, depots, or public buildings without authorization under the Oklahoma Alcoholic Beverage Control Act.

Maintains base penalty of $10-$100 fine and/or 5-30 days imprisonment for first and second offenses of public intoxication or consumption.

Effective date: November 1, 2014.
