• Creates the "Local Government Campaign Finance and Financial Disclosure Act" establishing uniform statewide campaign finance and financial disclosure requirements for county, municipal, technology center district, and independent school district elections.

• Requires campaign committees and political committees for county and municipal offices to file statements of organization and reports of contributions/expenditures with county election boards or municipal clerks, following the same rules as state-level ethics filings.

• Applies to municipalities with population over 10,000 and general fund budgets exceeding $10,000,000; applies to all technology center districts and independent school districts.

• Mandates candidates for county, municipal, and school district offices file notarized statements of financial interests as public records maintained for four years (or posted on local websites).

• Establishes the Ethics Commission's Political Subdivisions Enforcement Division to enforce compliance, with authority to assess late filing penalties up to $1,000 per statement and creates a Political Subdivisions Enforcement Fund for related expenses.

• Repeals the former Political Subdivisions Ethics Act (51 O.S. 2011, Sections 301-325); effective January 1, 2015.
