Amends 10 O.S. 2011, Sections 7700-607 and 7700-608 relating to proceedings to adjudicate parentage of a child with a presumed father

Permits proceedings to disprove father-child relationship at any time if the presumed or acknowledged father, biological father, and mother agree to adjudicate parentage, and requires court to ensure child is not left without an acknowledged or adjudicated father

Establishes that court must consider nine specific factors when determining whether to deny genetic testing in parentage proceedings, including length of time since notice of possible non-paternity and the nature of the relationship between child and presumed father

Modifies guardian ad litem appointment requirements by making appointment mandatory for children over two (2) years old in proceedings to disprove paternity, and discretionary for children under two (2) years or when proceeding involves biological father acknowledgment

Becomes effective November 1, 2014
