Amends 43 O.S. 2011, Section 139.1 to modify enforcement remedies for child support arrearages and noncompliance with support orders.

Changes court authority from mandatory ("shall") to discretionary ("may") suspension or revocation of obligor licenses when noncompliance is found.

Establishes probation alternative where obligors can retain licenses by agreeing to payment plans that include current support payments and full arrearage repayment within three years.

Allows obligors to petition for license reinstatement after paying current support and monthly arrearage payments for three consecutive months, if other support order requirements are met.

Takes effect November 1, 2014.
