Amends 10A O.S. 2011, Sections 1-6-102 and 1-6-103 relating to confidential records of children and juveniles in Oklahoma's child welfare system.

Prohibits the Department of Human Services from assessing fees to the Office of Juvenile Affairs when providing foster care records and related documents.

Allows the Office of Juvenile Affairs to access Department of Human Services foster care records for individuals who have applied for foster care placement without paying record retrieval fees.

Permits disclosure of Department records to members of Fetal and Infant Mortality Review (FIMR) teams in city-county Health Departments for investigations of fetal and infant deaths, limited to information directly related to those investigations.

Becomes effective November 1, 2014.
