SB 1800 Summary

• Amends 61 O.S. 2011, Section 110 to authorize use of online sealed bidding processes in addition to traditional in-person bid openings for public competitive bidding.

• Requires online sealed bidding systems to make electronically submitted bids uniformly available to the public, maintaining transparency and equal access for all bidders.

• Adds new penalty provision (Section 139) establishing a maximum fine of $100,000 for violations of the Public Competitive Bidding Act of 1974.

• Declares an emergency to make the act effective immediately upon passage and approval.
