Requires all county elections to be held on Tuesdays only, prohibiting elections on other days of the week.

Specifies limited dates when special elections to fill vacancies may occur: designated dates in odd-numbered years (January, February, May, June, July, August, September, October, November, with additional December option for municipalities over 250,000 population) and specific dates in even-numbered years.

Establishes separate dates for special elections held for purposes other than filling vacancies, allowing them only on designated dates in February, June, August, November in odd years and specified state election dates in even years, plus regular scheduled election dates.

Requires entities holding elections concurrent with federal or state elections to file resolution with county election board secretary at least 75 days before the election, with candidate filing periods beginning no later than 10 days after resolution deadline.

Effective date: January 1, 2015.
