Amends 21 O.S. 2011, Section 142A-1 to modify the definition of "members of the immediate family" to include stepparents, grandchildren, and stepsiblings as eligible crime victims.

Amends 21 O.S. 2011, Section 142A-14 to allow surviving victims who are 18 years or older to witness executions by closed circuit television with approval from the Department of Corrections Director and warden.

Permits immediate family members of deceased victims to request non-family members serving supportive or professional roles (such as ministers or counselors) to witness executions, subject to warden approval.

Defines "surviving victim" as any person who suffered serious harm or injury from the criminal acts of the defendant.

Becomes effective November 1, 2014.
