Amends Oklahoma fireworks law (68 O.S. 2011, Sections 1622 and 1627) to modify definitions and licensing requirements for fireworks sales and distribution.

Expands the definition of "fireworks" to include Consumer Fireworks 1.4G, Display Fireworks 1.3G, and pyrotechnic articles 1.4G/1.4S as defined by federal Department of Transportation standards.

Allows distributors, wholesalers, and retailers to purchase fireworks merchandise in or out of state as long as they buy from persons with valid licenses to do business in Oklahoma.

Authorizes the State Fire Marshal to enforce provisions requiring licensed dealers to purchase only from licensed distributors, wholesalers, or manufacturers; maintains prohibitions on sales to children under 12, intoxicated persons, and irresponsible persons.

Becomes effective November 1, 2014.
