Requires the Office of Management and Enterprise Services (OMES) to post fiscal impact statements on the Open Books website within 45 days of enactment, then annually by June 30, for any legislation that expended state funds, created incentive payments, or required fiscal impact statements by law.

Mandates that affected state agencies provide actual numbers and related information for each posted fiscal impact statement to OMES within one year, with subsequent information posted on Open Books and agency websites.

Amends the existing Taxpayer Transparency Act (62 O.S. 2011, Section 46) to establish requirements for transparent public access to state spending data, tax credits, incentive payments, and road funding information through a searchable online database.

Declares an emergency, making the act effective immediately upon passage and approval by the Governor.
