Expands the definition of "tobacco product" in Oklahoma law to include electronic smoking devices (vaping products) and other nicotine-containing products, not just traditional tobacco.

Prohibits minors under 18 years of age from purchasing, receiving, or possessing tobacco products and electronic smoking devices.

Establishes administrative fines for violations: up to $100 for first offense and up to $200 for subsequent offenses within one year; driver's license suspension upon failure to pay within 90 days.

Excludes FDA-approved tobacco cessation products marketed solely for that purpose from the definition of tobacco products.

Becomes effective November 1, 2014.
