Amends the Oklahoma Pharmacy Act to expand the definitions of "hospital" and "pharmacy" to include pharmacies operated by the Oklahoma Department of Veterans Affairs

Establishes medication services procedures for Oklahoma Department of Veterans Affairs facilities, requiring inventory records for each dose of Schedule II-V medications distributed to nursing stations

Requires resident identification on medication drawers with dosage information documented on the medical administration record (MAR) for both prescription and over-the-counter medications

Mandates that unused medications be returned to the facility pharmacy when residents are discharged, on therapeutic leave, deceased, or when medications are discontinued

Authorizes facilities to maintain nonprescription drugs as bulk medications based on a formulary developed by the facility pharmacist, medical director, and director of nursing, with provisions for controlled and non-controlled bulk dispensing
