Establishes an 11-member Organ Donor Education and Awareness Program Advisory Council within the State Department of Health, with members appointed by the Governor representing organ, tissue, and eye procurement organizations, transplant recipients/donors, and at-large members

Transfers jurisdiction over organ and tissue donation issues from the Advancement of Wellness Advisory Council to the new Organ Donor Education and Awareness Program Advisory Council

Authorizes the Advisory Council to develop educational programs, make policy recommendations for organ donation promotion, and recommend expenditure priorities from the Oklahoma Organ Donor Education and Awareness Program Revolving Fund

Limits administrative costs of the program to no more than 20% of total funds credited to the Revolving Fund, including fees paid to the Oklahoma Tax Commission and Commissioner for Public Safety

Requires the State Superintendent of Public Instruction to develop organ donor education curriculum for elementary and secondary schools in conjunction with the new Advisory Council
