Amends the definition of "Offender" under the Delayed Sentencing Program for Young Adults in 22 O.S. Section 996.1 to clarify eligibility requirements for adults aged 18-21 and certified juveniles.

Requires offenders to have no charges pending for a violent offense and converts the list of disqualifying violent offenses from narrative format into a numbered list of 40 specific offenses.

Adds new disqualifying offenses including assaults while masked or disguised (Section 1303), inciting to riot (Section 1320.2), and endangering human life during arson (Section 1405).

Reorganizes existing disqualifying offenses such as murder, robbery, rape, and drug trafficking violations into clearer statutory references within Title 21 and Title 63 of the Oklahoma Statutes.

Effective date: November 1, 2014.
