SB 1859 Summary

• Changes state agency funding for art in public places from mandatory to optional allocation from capital project expenditures.

• Reduces maximum funding allocation from one and one-half percent (1.5%) to "not to exceed" one and one-half percent (1.5%) of project expenditure, with a maximum assessment cap of $500,000 per project.

• Removes obsolete moratorium language that had exempted fiscal years ending June 30, 2012, 2013, and 2014 from funding requirements.

• Maintains allocation structure: four-fifths of collected funds go to the Commissioning of Art in Public Places Revolving Fund, one-fifth goes to the Administrative and Maintenance Revolving Fund.

• Effective July 1, 2014, with emergency clause for immediate implementation.
