SB 1865 Summary

• Renames the "Home Bakery Act of 2013" to the "Safe Home Food Manufacturing Act" to reflect expanded scope beyond baked goods

• Increases gross annual sales threshold for home food establishments from $20,000 to $50,000 and expands eligible products to include low pH foods (jams, jellies, pickles, salsa) in addition to baked goods

• Requires home food establishments to affix labels with business name and address, product name, batch code documentation, and a disclaimer stating "Made in a home food establishment that is not licensed by the State Department of Health"

• Mandates home food establishments submit to the State Department of Health: annual food safety training records, FDA-approved product labels, Food and Agricultural Products Center approval letters for low pH products, ingredient lists, and sales outlet information

• Establishes that violations are misdemeanors punishable by fines up to $100 and allows counties to enact additional regulations that do not conflict with state law; becomes effective July 1, 2014 with emergency clause
