• Authorizes county boards of commissioners to contract with collection agencies to collect debts owed to the county and unpaid court fines, penalties, costs, and fees from criminal cases.

• Permits counties to add a collection fee not exceeding 35% to debts referred to collection agencies, with court-ordered fees for criminal cases collectible as civil debts.

• Requires courts to order defendants in criminal cases to reimburse the collection fee when imposed by the county's collection agreement.

• Becomes effective July 1, 2014, with an emergency clause allowing it to take effect immediately upon passage and approval.
