Requires mandatory registration of all noncommercial boat trailers, farm trailers, and utility-type trailers in Oklahoma, with initial registration fees of $20 for boat/utility trailers and $1 for farm trailers

Establishes a 6-month grace period from the effective date for owners to register existing trailers; after that period, a $1/day penalty (up to $100 max) applies for late registration

Directs the first $3 million collected annually from trailer registration fees to the Veterans Recovery Plan Revolving Fund, with excess funds going to the General Revenue Fund

Issues permanent, non-expiring license plates for registered trailers that must be displayed on the left fender or back of the trailer

Repeals the previous optional registration system for certain trailers (47 O.S. 2011, Section 1133.3) and removes the $1 permissive registration option for farm trailers
