Authorizes municipalities and rural water, sewer, gas, and solid waste districts to access a statewide secure database to check if new utility customers have delinquent bills in other jurisdictions.

Allows utilities to refuse service to a new customer or other residents at the same address if that customer owes delinquent utility bills for water, gas, sewer, solid waste, or electric service elsewhere in Oklahoma.

Requires utilities to verify the delinquency is properly owed before refusing service and customers can regain service by providing proof of payment.

Protections apply only to new customers requesting service and do not affect existing customers or their current service arrangements.

Does not apply to utilities regulated by the Oklahoma Corporation Commission.
