Amends 10A O.S. 2011, Section 2-2-402 regarding adjudicative hearings for juveniles under the Oklahoma Juvenile Code.

Establishes that juvenile court hearings are generally private, but second or subsequent delinquency adjudications must be held as public proceedings unless good cause is shown to close specific testimony.

Prohibits any arrest, detention, or adjudication in juvenile proceedings from being considered an arrest, detention, or conviction for purposes of employment, civil rights, licenses, questionnaires, applications, or any other public or private purposes unless otherwise provided by law.

Requires judges to remove persons without direct interest in the case from hearings involving evidence of a child's medical or behavioral health condition or deprivation, except for victim relatives or designated representatives.

Declares an emergency, making the act effective immediately upon passage and approval.
