SB 1924 Summary

• Requires all collective bargaining agreements for police officers entered on or after the effective date to include a provision excluding officers found to have used excessive force (as defined in Title 22, Section 34.1 of Oklahoma Statutes) from collective bargaining protections.

• Officers terminated for use of excessive force cannot appeal their termination through collective bargaining procedures but may petition district court for relief.

• Officers may be eligible for reinstatement only if a court determines the termination was based on arbitrary, capricious, or other legally prohibited grounds.

• Creates new Section 51-101.1 of Title 11 of the Oklahoma Statutes to codify these requirements.

• Effective November 1, 2014.
