Creates the "Local Government Campaign Finance and Financial Disclosure Act" establishing uniform campaign finance and financial disclosure requirements for counties, municipalities, technology center districts, and independent school districts in Oklahoma

Requires candidates for local office to establish campaign committees and file statements of organization within 24 hours of filing a Declaration of Candidacy, with reports filed with the appropriate local clerk (county, municipal, or school district)

Mandates financial disclosure statements from candidates, elected officials, first deputies/assistants, and department heads with purchasing authority at the county, municipal (populations over 10,000), and school district levels

Assigns enforcement authority to the Oklahoma Ethics Commission, which may assess late filing penalties of up to $100 per day with a maximum of $1,000 per statement or report, and creates a Political Subdivisions Enforcement Division and Fund

Repeals the existing Political Subdivisions Ethics Act (51 O.S. 2011, Sections 301-325) and takes effect January 1, 2015
