Provides additional salary columns for National Board Certification holders, with Master's Degree + National Board Certification teachers receiving up to $44,350 at 20 years experience

Limits credit for state salary increments and retirement to no more than 5 years for military service or out-of-state teaching experience, though local districts may credit additional years on their own schedules

Requires the State Board of Education to recognize teaching experience from accredited out-of-state districts and from certain state agency positions including Department of Corrections, Department of Human Services, and vocational rehabilitation counselors

Repeals the existing minimum salary schedule (70 O.S. Section 18-114.14) and excludes retired teachers receiving monthly retirement benefits from the new minimum salary requirements
