Renames the "Self-Insured Guaranty Fund" to the "Self-insurance Guaranty Fund" and restructures the governing board to consist of five members appointed by the Governor (2), President Pro Tempore of the Senate (1), Speaker of the House (1), and Chair of the Workers' Compensation Commission (1)

Establishes staggered three-year terms for board members, with initial terms expiring November 1, 2015 (2 positions) and November 1, 2016 (3 positions), and allows members to serve successive terms

Exempts public employers that self-insure pursuant to Section 107 from mandatory participation in the Self-insurance Guaranty Fund

Authorizes the Tax Commission to enforce payment of delinquent assessments against self-insurers in accordance with Section 79 of the title, in addition to existing collection remedies

Transfers all assets, liabilities, and pending claims from the former Workers' Compensation Self-insurance Guaranty Fund Board to the newly created Self-insurance Guaranty Fund Board, declared an emergency measure effective upon passage
