SB 1993 Summary

• Amends child support laws to establish that both parents are liable for child support and education of a child born out of wedlock, with liability established through acknowledgment or judicial/administrative order.

• Reduces the lookback period for retroactive child support from five (5) years to two (2) years prior to filing an action for establishing support obligations.

• Modifies notice requirements for support obligations and paternity proceedings, requiring notices to specify that either or both parents must provide medical support for the child, including health insurance, cash medical support, or a combination.

• Changes terminology in paternity proceedings from "putative father" to "alleged father" and clarifies that acknowledgments of paternity constitute legal findings of paternity subject to rescission rights within sixty (60) days or until administrative/judicial proceedings commence.

• Becomes effective November 1, 2014.
