• Amends Oklahoma's Bail Enforcement and Licensing Act to revise licensing requirements, penalties, and operational rules for bail enforcers and bondsmen.

• Allows suspended or revoked bail bondsmen to contract with licensed bail enforcers to surrender defendant clients within 90 days without violating licensing restrictions.

• Establishes minimum qualifications for bail enforcer licensure including citizenship, age 21+, high school diploma or GED equivalent, background checks, and $10,000 minimum liability insurance.

• Prohibits unlicensed persons and bail enforcers from marking vehicles, wearing apparel, or displaying badges/identification with words implying law enforcement association or bail enforcement authority.

• Modifies firearm regulations allowing armed bail enforcers to carry concealed pistols while actively engaged in defendant recovery or with proper credentials when not actively working.
