OK SB2015

Amends 17 O.S. 2011, Section 139.106 to update the Oklahoma Universal Service Fund (OUSF) by correcting statutory citation references from specific section numbers to "title" references.

Removes outdated funding criteria (subsection K) that previously allowed OUSF reimbursement based on Federal Communications Commission order changes, regulatory rule changes, or revenue impacts from regulatory modifications.

Simplifies OUSF eligibility and funding by eliminating the distinction between different provider types for determining funding levels and removing requirements for hearings on certain funding requests.

Allows telecommunications service providers to receive OUSF funding for special universal services, contributions to the Oklahoma E911 Emergency Service Fund, and the Oklahoma Telecommunications Technology Training Fund without requiring formal hearings.

Declares the changes an emergency measure to take effect immediately upon passage and approval.
