SB2016 Summary

• Requires the Corporation Commission to conduct an independent study on the safety of electronic smart meters in residential structures within one year of enactment.

• Authorizes the Corporation Commission to contract with qualified entities and determine the funding source and amount necessary to complete the safety study.

• Following completion of the study and a determination that smart meters are safe, requires regulated public utilities to obtain voluntary customer consent before installing any wireless data-transmitting smart meter device in a customer's residence.

• Provides that this measure shall not be codified in Oklahoma Statutes and declares an emergency, making it effective immediately upon passage and approval.
