Prohibits public utilities under the Corporation Commission's jurisdiction from installing smart meter devices that use radio frequency to remotely read or transmit electronic data in customer residences.

Requires utilities that previously received authorization to install smart meters to immediately suspend installation of any devices not already installed and operational as of the effective date.

Mandates that utilities obtain express approval from the Corporation Commission before installing any additional smart meter devices.

Declared an emergency measure effective immediately upon passage and approval.
