Amends 62 O.S. 2011, Section 34.24 to clarify language regarding the state portal system.

Changes reference from "the State of Oklahoma" to "this state" in describing the entity that recognizes the need for a state portal system.

Defines "portal system" as a system hosting and connecting online government and public services with a single point of access for state government services and transaction processing.

Designates the Information Services Division of the Office of Management and Enterprise Services as the entity responsible for managing installation, maintenance, and administration of the state portal system.

Effective date: November 1, 2014.
