Transfers Job Training Partnership Act administration duties and related property, records, and personnel from the Oklahoma Department of Commerce to the Oklahoma Employment Security Commission.

Transferred employees must be classified under the Oklahoma Personnel Act and the Merit System of Personnel Administration.

Transferred employees retain membership in Health Insurance Plan, Dental Insurance Plan, Life Insurance Plan, and approved HMO plans.

Repeals provisions requiring administrative responsibility for the State Council on Vocational Education to be transferred back from the Oklahoma Employment Security Commission.

Effective July 1, 2014, with emergency clause for immediate implementation.
