SB 2080 Summary

• Creates the "Memorandum of Understanding Act" codified in Oklahoma Statutes Title 74, Section 3120-3121

• Requires state agencies to provide copies of Memorandums of Understanding (MOU) and Memorandums of Agreement to appropriate legislative committees when the legislature is in session

• Mandates state agencies publish final agreement documents on documents.ok.gov website within 30 days of execution

• Requires state agencies to publish annual reports by September 15 detailing all active MOUs including effective date, duration, entities involved, purpose, and constitutional authority citations

• Excludes nonappropriated state agencies, higher education institutions, career and technology education entities, and school districts from requirements; information otherwise protected by Oklahoma Open Records Act may be redacted from reports

• Becomes effective November 1, 2014
