• Amends 47 O.S. 2011, Section 967 to authorize the Corporation Commission to assess fees on wrecker and towing services licensed to perform nonconsensual tows.

• Assessment fees are calculated based on the number of nonconsensual tows reported to the Department, with calculations using the latest calendar year data provided by the Department.

• Annual assessment payments are required; failure to pay results in revocation of the wrecker or towing license issued by the Department.

• Establishes budgetary limits on total assessments beginning fiscal year 2013, with a cap of $100,000 for fiscal year 2012.

• Becomes effective November 1, 2014.
