Prohibits operating a motor vehicle on any Oklahoma street or highway while using a cellular telephone or electronic communication device to compose, send, or read text messages while the vehicle is in motion

Sets a minimum fine of $25 for violations

Exempts texting to emergency responders including 911 operators, hospitals, physician's offices, health clinics, ambulance services, firefighting services, and law enforcement agencies

Authorizes municipalities to enact and enforce their own ordinances prohibiting texting while driving, provided penalties are not more stringent and fines are equal to or less than the state fine

Effective date of November 1, 2014
