Establishes the Oklahoma Sentencing Guidelines Act to create uniform sentencing standards for felony convictions occurring on or after the effective date.

Creates sentencing grids for nondrug crimes and drug crimes with presumptive sentencing ranges based on crime severity and criminal history, allowing judicial discretion within ranges for substantial and compelling reasons.

Provides for optional nonprison sentences in certain grid blocks if courts find appropriate treatment programs exist or nonprison sanctions promote offender reformation and community safety.

Imposes enhanced sentences for specific offenses including sex offenses (double presumptive term), gang-related crimes, firearm use, and second/subsequent drug manufacturing convictions (up to double with potential 50% reduction).

Sets effective date as November 1, 2014, and limits good time credits to maximum 15% reduction of sentences for crimes committed on or after July 1, 1993.
