Creates the "Student-Athlete Bill of Rights" requiring Oklahoma higher education institutions to renew athletic scholarships as long as students maintain academic, disciplinary, and participation standards, and provide equivalent scholarships for up to 5 years if athletic scholarships are not renewed for other reasons

Mandates health screenings for all incoming student-athletes including sickle cell trait and heart abnormalities, plus programs to prevent and treat concussions and dehydration

Requires athletic programs receiving at least $10 million in annual television revenue to provide $500,000 yearly for student-athlete health insurance and pay fees to a new Student-Athlete Bill of Rights Trust Fund based on 50% of cost of attendance multiplied by football and men's basketball scholarship athletes

Establishes the Student-Athlete Bill of Rights Trust Fund to distribute payments to qualifying former football and men's basketball student-athletes, with funds used first toward completing undergraduate degrees at cost of attendance

Requires equal spending on Title IX compliance and imposes fines of $500-$15,000 per day for institutions failing to comply with health insurance, fee payment, or Title IX requirements, with an effective date of July 1, 2014
