SB 2127 Summary

• Appropriates over $5.8 billion from various state funds (General Revenue, Education Reform Revolving, Mineral Leasing, Oklahoma Education Lottery Trust) to the State Board of Education for fiscal year 2015 public school support.

• Makes appropriations totaling billions of dollars to dozens of state agencies across education, higher education, health, human services, natural resources, regulatory, and judicial departments for fiscal year 2015 operations.

• Authorizes multiple transfers from revolving funds and special accounts (including OCAST, Oklahoma Tax Commission, Department of Environmental Quality, and others) to the Special Cash Fund totaling approximately $140 million.

• Reduces the amount subtracted from General Revenue deposits by $7.89 million and requires use of the Oklahoma Higher Learning Access Trust Fund to cover any additional funding needed for the Higher Learning Access Program in fiscal year 2015.

• Most provisions become effective July 1, 2014, with Section 171 becoming effective July 15, 2014.
