Amends Oklahoma law to authorize the Oklahoma Tax Commission to prohibit issuance of replacement license plates for plates seized due to failure to comply with the Compulsory Insurance Law.

Requires county sheriff's offices to provide the plan administrator with seized license plate numbers, and mandates the plan administrator maintain a database of all seized plates and submit information to the Oklahoma Tax Commission.

Allows vehicle owners or operators to retrieve seized license plates upon providing proof of insurance compliance, paying a $125 administrative fee to the county sheriff's office, and paying the citation in full.

Specifies distribution of the $125 administrative fee: $20 to county sheriff's office, $70 to law enforcement agency that issued citation, $25 to Temporary Insurance Premium Pool, and $10 retained by Plan Administrator.

Declares an emergency so the act takes effect immediately upon passage and approval.
