• Applies aggregation rules to track combined value of gifts from a single source, with exceptions for employment-related items and established personal relationships involving customary gift exchanges.

• Prohibits lobbyists, lobbyist principals, and government contractors from giving prohibited gifts to candidates and their families.

• Violators are subject to misdemeanor criminal penalties for knowingly and willfully violating the restrictions.

• Effective date: November 1, 2013.
