Department of Human Services shall develop a workforce improvement plan for child welfare specialists addressing staffing levels, turnover reduction, training, assessments, discipline, and compensation.

Plan must include improved applicant screening, competency-based assessment program requiring staff certification upon initial training and for advancement, and transition process for current employees.

Plan shall include voluntary certification program exceeding job-family standards to enhance competencies and provide career growth opportunities within child welfare.

Department must submit plan by January 1, 2014, subject to legislative approval by March 1, 2014; if approved, implementation begins April 1, 2014; if disapproved, resubmission required by May 1, 2014.

Creates Child Welfare Specialist Compensation Enhancement Revolving Fund to provide compensation for child welfare workers meeting approved plan requirements, funded through appropriations to the Department of Human Services.
