Senate Bill 552 Summary

• Allows any person (except convicted felons) to transport a rifle or shotgun open and unloaded in a motor vehicle at any time

• Permits citizens 21 years or older (except convicted felons) to carry a pistol open and loaded or unloaded in a vehicle for self-defense without a handgun license, provided they are not involved in a crime

• Allows a person to leave a concealed, loaded pistol in a locked vehicle if the person is not at their own residence or business

• Defines "open" carry as firearm displayed in plain view, in a carrying case, gun rack, exterior locked compartment, or vehicle trunk

• Prohibits law enforcement from disarming or physically restraining a person carrying an unconcealed weapon in a vehicle under these circumstances absent reasonable suspicion of other criminal activity

• Effective November 1, 2013
