Amends 37 O.S. 2011, Section 163.11 to modify county retail permit requirements for low-point beer sales.

Requires permit applicants to verify they have never been convicted of violations related to controlled dangerous substances or related laws in Oklahoma, another state, or the United States.

Expands permit revocation grounds to include violations of controlled substance laws and adds "manufacture" to the list of prohibited drug-related conduct.

Increases the penalty for fourth or subsequent revocations related to sales to minors or allowing minors in bar areas from one (1) year to three (3) years before reissuance.

Becomes effective November 1, 2013.
