SB 639 Summary

• Establishes the Child Abuse Response Team (CART) within the Oklahoma State Bureau of Investigation to investigate cases of physical and sexual abuse of children

• Requires employment of at least eight Law Enforcement Special Agents assigned to CART as full-time-equivalent positions within the Bureau

• Transfers previously unclassified CART investigator and CART forensic interviewer positions to the classified service without loss of salary

• Sets specific qualifications for CART agents including minimum three years of law enforcement experience, CLEET certification, experience as primary investigator on child abuse cases, and bachelor's degree requirement

• Requires the Bureau to submit a statistical report on CART activities to the Governor, President Pro Tempore of the Senate, and Speaker of the House by July 1, 2015
