• Amends Oklahoma law (11 O.S. 2011, Section 21-103) governing city and town annexation procedures for adjacent or contiguous territory.

• Requires written consent from owners of at least a majority of acres to be annexed, along with notice and public hearing before annexation can occur.

• For annexations without majority owner consent, municipalities must prepare and implement a service plan for water, sewer, fire protection, and law enforcement within 120 months (unless different timeline agreed at hearing), or the annexed territory shall be detached.

• Requires written consent from all state beneficiary public trusts and their transferees before annexing land owned by or previously conveyed by such trusts.

• Grants prevailing property owners in annexation disputes the right to recover court costs and reasonable attorney fees, including when a municipality withdraws or revokes the annexation ordinance in response to litigation.

• Exempts agricultural land of 5+ acres (or 40+ acres with continuous agricultural use) from most municipal land use ordinances, except those related to airports, spaceports, military installations, or environmental compliance.

• Declares an emergency, making the act effective immediately upon passage and approval.
