• Amends 21 O.S. Section 1290.8 to allow active military, National Guard, and regular military reserve personnel to carry concealed or unconcealed handguns without a handgun license from the Oklahoma State Bureau of Investigation.

• Military personnel meeting requirements (21+ years old, trained in handgun use, legal state resident) may use their active military identification card in lieu of a handgun license.

• Requires military personnel carrying handguns to possess valid military identification and Oklahoma driver license or state photo ID at all times, and must display identification on demand by law enforcement.

• Maintains protections for unconcealed carriers from being disarmed without reasonable suspicion of criminal activity, unless they fail to display valid military identification.

• Effective date: November 1, 2013.
